Public policy, government, law, legislation all create or are the origins of new systems in the human domain. Unquestionably these are all complex systems. It would be reasonable to assume that a much deeper knowledge of systems, such as that purported to be available in the SPT, would be useful in these domains that design and maintain systems vital to our everyday life.

The author of this website began to ghostwrite speeches for a U.S. Congressman while a graduate student in Cell and Molecular Biology at Catholic University from 1966 to 1970. One particular speech was published in Science. He wrote all but the title based on past statements of this influential Congressman who was the first Director of the U.S. Office of Technological Assessment and President of the American Association for the Advancement of Science (AAAS) as well as Chair of the first Sub-Committee on Science, Research and Development.
